Strengthening MSME Support and Advancing Inclusive Development

The Davao del Norte Investment Promotion Center (PADO-LEDIPD), under the leadership of Ms. Joevynar M. Miedes, MBA, DMO IV, LEDIPO-Designate, wrapped up a productive and purpose-driven week. The week began with the successful facilitation of the TWG Workshop for the iSUPPORT DavNor MSMEs: Kaagapay sa Negosyo Program on November 18-19, 2025, with Mr. Laurence France Gido of DEPDev Region XI as the Resource Speaker. This was followed by a two-day set of activities on November 20-21, 2025, which included the Fruit-Cake and Chocolate Moist Cake Making at TechVoc, Provincial Capitol in Brgy. Mankilam, Tagum City, led by Ms. Ma. Cleofe T. Pendon, and the Gender Equality, Disability, and Social Inclusion (GEDSI) Session at Señorita Resort in Brgy. Tagnanan, Mabini, Davao de Oro, with Ms. Merriam D. Bolipata as the Resource Speaker.

EnP Arturo B. Manigo, Jr., RA, MBA, Assistant Provincial Administrator - Operations, also actively participated in both events, delivering messages of support and reinforcing the province’s commitment to empowering MSMEs and promoting inclusive development. The GEDSI session, in particular, was essential in equipping the team with deeper awareness and practical approaches to ensure that programs and services remain accessible, sensitive, and responsive to the diverse needs of the communities we serve.

Strengthening Agribusiness through Investment Incentives

The Davao del Norte Investment Incentives Board (DDNIIB), chaired by Hon. Governor Edwin I. Jubahib, MMPA, has approved the application of Nature’s Nuk Farms, Inc. for registration under the province’s Investment Incentives Code, affirming the provincial government’s strong commitment to nurturing agribusiness and sustainable local investments.

Following the Board’s approval, the Certificate of Registration for Incentives was officially conferred upon Nature’s Nuk Farms, Inc., represented by its CEO, Mr. Michael Kenjie Nukui, on October 27, 2025, at the PGO Conference Room, Provincial Capitol, Mankilam, Tagum City.

The special ceremony was spearheaded by the Provincial Administrator’s Office – Local Economic Development and Investment Promotion Division (PADO-LEDIPD), led by Ms. Joevynar M. Miedes, MBA, DMO IV, LEDIPO-Designate, together with the Trade and Investment Promotion Facilitation Team.

Representing Governor Jubahib was Assistant Provincial Administrator for Operations, ENP Arturo B. Manigo, RA, MBA, who led the awarding alongside DDNIIB members in attendance Mr. Vincent Arriesgado, Ms. Rebecca Mercado, and Mr. Niño Fuentes. The event was witnessed by Provincial Treasurer Ms. Evelyn Espra and Provincial Assessor Engr. Lily Salazar.

Benchmarking Activity at Municipality of Pantukan

The Provincial Administrator's Office – Local Economic Development and Investment Promotion Division (PADO–LEDIPD), under the leadership of Ms. Joeynar M. Miedes, MBA, DMO IV & LEDIP Designate, spearheaded a Benchmarking Activity in the Municipality of Pantukan on September 9, 2025, participated in by the Local Economic Development and Investment Promotion Officers (LEDIPOs) and Business Permit and Licensing Officers (BPLOs) from the LGUs of Davao del Norte.

We extend our deepest gratitude to the Local Government Unit of Pantukan, ably led by Mayor Oliver Ceniza and the Municipal Planning and Development Coordinator, ENP Arnulfo D. Lantaya, for their warm welcome, invaluable insights, and generous sharing of best practices.

Pantukan’s exemplary performance as the Rank 1 LGU under the Innovation Pillar in the 2024 Cities and Municipalities Competitiveness Index (CMCI) National Competitiveness Congress serves as an inspiration to other LGUs in the province.

A Night of Hospitality and Gratitude

The Governor’s Night of the 34th Mindanao Business Conference was proudly led by Governor Edwin I. Jubahib, MMPA. The evening highlighted the province’s warm hospitality and deep appreciation for the business sector, honoring their vital role in driving progress.

The event was spearheaded by the PADO–Local Economic Development and Investment Promotion Division (LEDIPD) in collaboration with the Provincial Governor’s Office (PGO), the Provincial Information, Communication, and Knowledge Management Office (PICKMO), PADO–Tourism, Provincial Disaster Risk Reduction and Management Office (PDRRMO), Provincial General Services Office (PGSO), and the Provincial Sports and Youth Development Office (PSYDO).

DavNor Welcomes Dr. Esho

We were honored to welcome Dr. Hideko Esho, a potential investor from Japan, to the Province of Davao del Norte on June 27, 2025. Dr. Esho was accompanied by representatives from DTI Davao del Norte Mr. Erick Alipian and Ms. Kareen Casing—and Ms. Joevynar M. Miedes, MBA, head of the PADO–Local Economic Development and Investment Promotion Division (LEDIPD). During the visit, Dr. Esho explored DavNor’s local products and toured the Anflo Industrial Estate, one of the province’s flagship industrial zones. The team was warmly received by Ms. Lora V. Porras, AVP for Commercial and Industrial, and Ms. Kristine Grace G. Maambong, Assistant Manager for Industrial Sales and Marketing.

On July 24, 2025, the “Boosting Local Manufacturing: A Consultation with Producers” brought together local MSME producers, key stakeholders, and the Honorable Governor Edwin I. Jubahib for a dynamic and collaborative dialogue aimed at strengthening local manufacturing and enterprise development in Davao del Norte.

The gathering was facilitated by the PADO–Local Economic Development and Investment Promotion Division (LEDIPD) through the leadership of Ms. Joevynar M. Strengthening Business and Investment in DavNor | June 17, 2025

A productive day for Davao del Norte as two significant back-to-back meetings were successfully held on June 17, 2025 — the Davao del Norte Investment Incentives Board (DDNIIB) in the morning and the Davao del Norte Chamber of Commerce and Industry, Inc. (DDNCCII) in the afternoon.

Both meetings were presided over by Mr. Reynaldo T. Gulane, CPA, DBA, Vice-Chairperson of the DDNIIB and President of the DDNCCII.

The DDNIIB convened to deliberate on the investment incentives application of Nature’s Nuk Farms, Inc., reflecting the province's strong support for agri-based investments. In the afternoon, the DDNCCII tackled several key agenda items to further advance the local business climate.

The meetings were facilitated by the PADO - Local Economic Development and Investment Promotion Division, led by Ms. Joevynar M. Miedes, MBA, Development Management Officer IV and LEDIPO-Designate.

Caraga Region Cooperatives Benchmark in Davao del Norte

On May 29, 2025, cooperatives from the Caraga Region conducted a productive and insightful benchmarking visit to the Davao del Norte Credit Surety Fund Cooperative (DNCSFC), held at the VIP Clubhouse, DDN Sports and Tourism Complex in Tagum City. The activity was hosted by the Provincial Administrator’s Office – Cooperative Development Division, led by Ms. Joevynar M. Miedes, MBA, DMO IV, LEDIPO-Designate and Manager of DNCSFC, together with Ms. Annabel Degorio, MBA, Cooperative Development Specialist II.

The DNCSFC officers were in full force to welcome and engage with the visiting delegates, with the benchmarking activity spearheaded by Chairperson Edelmira M. Recto, Ph.D. It served as a valuable platform for exchanging best practices, innovations, and strategies in advancing cooperative development.

Representing Governor Edwin I. Jubahib, Provincial Administrator Atty. Ralph P. Dela Cruz, LTC, PA (Ret), delivered an inspiring message of support. The event was also graced by the presence of Engr. Rhandy B. Corro, Assistant Regional Director of CDA Region XI.

The Davao del Norte Business Permit and Licensing Officers (BPLOs) recently concluded a successful benchmarking activity on the Electronic Business One-Stop Shop (eBOSS) System at the Municipality of Carmen, Davao del Norte, held on April 30, 2025.

Spearheaded by the Municipal Treasurer's Office of Carmen and facilitated by the Davao del Norte Investment Promotion Center under the leadership of Ms. Joevynar M. Miedes, MBA, DMO IV and LEDIPO-Designate, the activity aimed to strengthen the local implementation of digital business permitting systems. It also served as a platform to address concerns and clarify queries related to the eBOSS system, fostering better understanding and collaboration among local government units.

Our sincere appreciation to the Municipality of Carmen, especially to Mayor Leonidas R. Bahague and Municipal Treasurer Ma’am Richie Milloza, for their warm hospitality and unwavering support that contributed to the success of this initiative.

Yesterday, Honorable Governor Edwin I.
